Theodore Bruckner comes with a 25mm base for on foot and a chariot base for the reaper. He also comes with two different heads. I wonder how you would assemble him? I am thinking 20mm base for on foot and 50x75mm for on the reaper. I am not sure on what head...

I'd say his mount probably should be on the chariot base. Reaper is a Monster version of the Demigrph, different from the Monstrous Cavalry units in the Empire book. As for Bruckner, I'd be fine with either 20 or 25 mm base. But mind you, he is described as a "giant of a man," so maybe he should be on that 25x25 mm base.

If you're only using the model as Theodore Bruckner, then use the 25mm for the infantry version. He has to start the game mounted, and if Reaper is cut out from underneath him, the odds are there won't be a nearby unit for him to run and hide in - and if there is, you can still tack him on the edge of the unit.
If you'll use him as a generic Empire captain too, then go for 20mm square, so he can fit properly within a unit.
Reaper is a monster, and the chariot base seems appropriately sized, so I'd suggest sticking with that.
As for helmets, as he has to start the game mounted, he's more likely to lose his helmet as his mount is killed than to go and find it on Reaper's body and put it on after his mount is slain.

I am thinking about using it as a normal/champ demigryph but maybe he is just way to big for that.

Nice! I’ve never seen the size comparison before.

Yeah, when you put him next to a regular Demigryph, he looks massive. I'd personally have the helmet option on the mounted version. No helmet on foot. 25 mm base to indicate his stature as Kevin said.

He IS pretty awesome and unique! Pretty hard hitter for an Empire army.

My mate used helmed version for mounted and bare for on foot. Looks great! I definitely think he should be used as the special character but it was still cool to see the size comparison. Theodore is huge! He's as big as the 40k character Kaldor Draigo of the grey knights who wears terminator. The foot version of Theodore and Draigo were exactly the same height on my friends shelf. 2 attacks just doesn't do him justice imo. Reaper is much larger than a Varghulf and reducing him to an ordinary stomp would seem weird. It's an amazing model! Ps. You're welcome Mottdon
