Gents,
I redid the middle tier vote to add in Chaos Dwarves and to make it up to 8 selections (rather than the original 4) as that way all armies are covered by the votes
I’d be interested to know what order you’d put them too.

Empire - I rate this upper mid tier. Not because anyone thing is overpowered but I find so much of the army fits well together, complementing each other’s weakness. (It probably helps that one of the best players I know uses them). Skaven - In some ways they are similar to OnG as they also suffer from a habit of things going wrong but the sheer level of destruction they can output combined with the bodies they can field puts them up here. Wood Elves - I’m currently having a good run of luck with these guys (probably jinxed Fridays game). They are deadly but unforgivingly fragile. In the right hands (not mine), I can see why they could be rightly feared. Dwarves - What can I say, my go to army for years. Love the bearded midgets. They do lack the flexibility of other armies which is why I’ve not rated them higher but that said they can be very strong against some armies. Daemons - Though they have some individually strong units, they are a bit too random with some of their rules for my liking and instability is a big weakness. Ogres - These guys can be tough and I’ll admit to having struggled against them with some armies but I think they suffer from having limited options. They tend to feel a bit too predictable VC - I love the amount of options in this army. I think there are multiple viable competitive builds and the only reason I’ve put it down here is due to the fact I’ve had an excellent track record against it, though I appreciate that its more than likely it’s down to the players rather than any flaw in the army and it’s still one of my all time favourites.
I’ve left out Chaos Dwarves as I’ve never played them in 8th. I’ve also not selected Lizardmen as I’m not sure if I’d rate them middle or top. I have a bit of a jaded view on them based on experiences. Basically I normally get my butt kicked when facing them. In fairness the main Lizardmen player at our club is one of the best players we have. I think this accounts for most of my views, the experience playing certain armies or builds or even the level of the players.

Occupy the top of this bracket with
Chaos Dwarfs Empire Dwarfs Ogre Kingdoms
Being just below. They aren't in any particular order, just two blocks.
I do think that all 8 of these armies are pretty good matchups for each other though and should be fun games assuming relatively balanced lists.
For anyone wondering about DOC... let's just say if they didn't have Beasts of Nurgle and Skull Cannons you could move them down a block. Those 2 units are ridiculously amazing for the points however and I hate them both! I don't like the rules or the models. I'd happily banish them both back to the realm of Chaos. I cost Skull Cannons at 175 points in our friendly games. This brings them in line with Iron Blasters.
Chaos Dwarfs and Dwarfs are two of my favourites (Dwarfs used to be my main army) but both are limited. 8th edition helped them both out a lot charge range/combat threat wise but their lore/theme stops them from being truly top tier. Both are awesome armies though.
Ogre Kingdoms I thought about putting in the top bracket but they have their drawbacks due to army theme being all large, slow fatties. Gnoblars are cool but are a minor part of the overall army.
Ogre Kingdoms from 7th to 8th received a huge bump however and are a very dangerous army.
Empire have something in every option but are the classic 'jack of all trades' army. Very versatile but can be outshone due to the inherent punyness of mere humans in a Fantasy world. Empire are right where they should be. I still hate Demigryphs though. Access to all magic lores is a big boon as well as numerous artillery and cavalry options. Their strength is their versatility.

If I were to split the mid tier into to groups as you have, mine would look like this Upper-mid tier Lower-mid tier
- Chaos Dwarfs
- Empire
- VC
- Lizardmen
I feel as though both Ogre Kingdoms and Dwarfs have Lizardmen fairly easily beat. Maybe its because I am more familiar with Lizardmen, so I don't fear them as much. I've never actually played against Dwarfs, but I always worry about such a match up. Super durable, sturdy and resilient. Best shooting in the game. Best "magic items" in the game.
