If a Dark Elf High Beastmaster is mounted on a Scourgerunner Chariot, can the Chariot fire its Harpoon using the Beastmaster BS or does it have to use the crew BS?

In the Army List entry of the High Beastmaster (Dark Elves AB p. 86), it is stated that he replaces one of the chariot's crew. That indicates to me that you can use his BS.

You'd really hope so, since he's modelled wielding it (not that that has any bearing on the actual rules). In gameplay, the chariot is also very unreliable without his Ballistic Skill, as with movement and a probable long range penalty, you're mostly hitting on 5s otherwise.

No. If he did, you would be worse off, since a Breath Weapon has automatic hits.

To expand a bit on my previous answer: with chariots, one has to distinguish between a missile weapon as equipment of the individual crew members and a missile weapon as equipment of the chariot itself. The first one (like the repeater crossbows of the Scourgerunner crew) will always use the BS of the particular model that fires it. The second one (like the Harpoon of the Scourgerunner Chariot) can use the BS of any available crew member. Since the High Beastmaster is specified as replacing a crew member, his BS can be used for firing the Harpoon.
A Dragon does not have a crew, and thus, self-evidently, neither a weapon fired by the crew.

A better HE comparison would be a Lothern Sea Helm mounted on on a Skycutter. In theory, the Eagle Eye Bolt Thrower could use his BS, since he replaces (two) Sea Guard Crew. In practice, it cannot, since the LSH rules stipulate that the mounted Skycutter cannot have additional upgrades (presumably, because one person cannot steer the Skycutter and fire the Eagle Eye simultaneously.)

I like to imagine that the Sea Helm BS can be used even if he isn't actually firing the Bolt Thrower. He can pass on his BS through inspirational guidance, "you can do it!", "aim for the head!" & "follow your dreams!".

As I pointed out above, if the LSH is riding the Skycutter, it cannot have additional upgrades, i.e. it cannot have the Eagle Eye Bolt Thrower. So, there is simply no bolt thrower present to use his BS.
