So,
we're going to start a campaign (Lizardmen vs Beasts/WoC) where I've a number of Skink priests, I'm thinking of takings heavens on all of them and have the signature spell for each. the question is regarding the minus one leadership though.
If cast on the generals unit I'm assuming you can elect not to use his leadership if your own unit is better (Ld 9 General 3xspells =6 the unit nearby Ld 7 still gets to use Ld7.)
Equally, a unit Ld7 with 3x spells = Ld4)
Now, to make it that bit more complicated...
the Ld4 unit (-3) is it Ld6 if the general is nearby OR Ld9 as the generals leadership is effecting the unit and he's not been effected?
Do I need to reword the question or have I explained it well enough?

If the unit has been hit by Iceshard it can use the general's higher leadership, but the general's leadership will be reduced by the spell. As for the other question, you always use the highest leadership. You are never forced to use the Inspiring Presence.
I'm not sure if the effect of multiple castings of Iceshard stack their to hit and leadership debuffs.

You do not have to use the General's Leadership. The original wording in the BRB was amended early on.
BRB Official Update Version 1.9, p.4: Page 107 – The General, Inspiring Presence. Change “within 12” use his Leadership instead” to “within 12” may use his Leadership instead”
So, if the Ld of your own unit is better, you can use that. If the Ld of your General is better, and your unit is within his Inspiring Presence bubble, you can use his. However, it will still suffer the negative modifiers.
BRB Official Update Version 1.9, p.6: Q: If a unit taking a Leadership test has a modifier to its Leadership, will this modifier still apply if the unit uses the General’s Leadership, because of the Inspiring Presence special rule for example? (p10) A: Yes.
