I wonder where the rules for Valten on foot and on warhorse with Ghal Maraz is located. I know I have them some where....

You'll find the 8th edition rules for Valten on foot or on barded warhorse in The Endtimes: Nagash I, p. 520. Ghal Maraz is a weapon, not a mount. If you are referring to Althandin, the Elven Steed is not an option in the 8th edition.

There does not seem to be anything wrong with the list editor. The basic Valten (330 points) is on foot, has two HW and no armour. For an extra 145 points, he can be upgraded to have full plate armor, a barded warhorse and Ghal Maraz.

Chosen of Sigmar. Exalted has no 8th edition rules.
