Now I'm confused!
German edition of the rule book, page 74:
"Gegen Modelle mit der Sonderregel Zufällige Bewegung dürfen keine Angriffsreaktionen angesagt werden, denn es ist unmöglich für den Gegner, die Gefahr rechtzeitig zu erkennen. Nur bereits fliehende Einheiten und Einheiten, die einen Entsetzenstest verpatzt haben, müssen als Reaktion immer noch Fliehen wählen."
(for all non-German speakers: "units that failed a terror test still have to choose flee as a reaction.")

That sentence is not in the English version? That's indeed interesting.
(That's another topic, but one of the Skaven spells is different in the English and the German version of the Skaven book... I realized that about a year ago.)

I have the German rule book right here on my table. The sentence is there.
(And the Skaven spell... it's Cracks Call. The English version says that "war machines and chariots must instead roll a 5+ or be destroyed"... so they must roll 5+ to survive... the German version says that war machines and chariots are destroyed on a roll of 5+, which means they must roll 1-4 in order to survive)
EDIT: In that forum ("warhammerboard.de"), someone wrote: "Wenn die angegriffene Einheit allerdings bereits auf der Flucht ist oder den Entsetzen-Test verpatzt hat, flieht sie als Angriffreaktion (einzige Ausnahme in diesem Fall)." That means "When the attacked unit is already fleeing or failed a terror test, it'll flee as a charge reaction (only exception in this case). So these guys there have the same rule book as I have.

Alle überlebenden Insassen werden außerhalb des Gebäudes platziert, als ob sie es nach den normalen Regeln verlassen hätten. Ersetze dann das Gebäude durch ein passendes Stück gefährliches Gelände.“

The big Night Goblin unit wins the combat against the Clan Rats, they flee (thereby losing the Skaven BSB!) through the Mangler Squig that kills the rest of the unit (and dies by doing so - did we play that right?). I would say yes but I've had issues with Mangler rules myself. They throw up odd situations Nice report btw, enjoyed it 😁

The part that I referred to (concerning chariots and war machines) is in the first section.

The Mangler Squig rules say that if a unit contacts the Squig then that unit gets 3d6 Strength 6 hits and the Squig is removed. Since it didn't say that the there is an exception for fleeing units contacting a Mangler Squig, I think we played it right...?

There may be a difference between the German small rulebook and the BRB, where the small RB is in accordance with the other language versions. It is surprising (but not impossible) that this level of deviance was never corrected in an Update Version of the German BRB.
