So we usually run 1500p and 25% lords/heroes.
I always come back to sorcerer lord and bsb as my chars as I find it difficult to do anything else and fit them at this level.
How would you kit on lower level?
Example:
Sorceror Lord: Lore of Tzeentch; Mark of Tzeentch; Disc of Tzeentch; Dispel Scroll; Talisman of Preservation; Enchanted Shield; Third Eye of Tzeentch 365
Exalted Hero: Mark of Nurgle; halberd; Battle Standard; Daemonic Mount (barding); Talisman of Endurance; Charmed Shield 236

I might suggest that you take the characters you want, put the most basic equipment on them (like armor, great weapon, etc.) and no magical equipment. Max your list out that way. Then start cutting what you don't need and adding what you want. Try to keep magical equipment to a minimum. If it's not much different from what you already have, then I wouldn't worry about changing it up too much. I think that will give you a good idea about both ends of the spectrum and will allow you to find a happy medium somewhere in there.

At 1500 I'd take the minimalist approach. Too many points spent in characters often equals your list is now lacking in what it needs to defeat the enemy RnF.
I'd consider a Sorcerer as your general, save the points from the Lord. Make him a lvl 2 if you need the magic level. Give him a chaos familiar if you need a third spell.
Then with those points saved invest more into your units.
That's what I'd do anyway. WoC characters are too expensive to have too many multiples of in smaller games.

The main problem I have with bsb and sorcerer hero is that I then need to run a big (pointwise) deathball in the middle that's easy to redirect. As there are not enough points to equip them anything they need to be in a unit. Also feels like the list loose flexibility. Need to try out more, but I have more games where my central units been annihilated before turn three by magic and WM then games they reach my opponents.

I'm a fan of a sorc in a unit of knights. Really easy to get him a 1+ armor save and you get the mobility that comes from having a warhorse.
For core I'm actually beginning to prefer chariots, trolls, and marauder horse. Chaos Warriors are awesome but slow and draw a lot of fire (which can be an advantage) and marauders are expensive.

I usually play 1500 points. My characters set-up is usually:
Sorcerer lord, charmed shield, opal amulett & a scroll.
Bsb with halberd, scaly skin, dragon helm & luckstone.
I never mark the lord, waste of points imo. The bsb gets the mark of my armies theme.
While not overly protected they rarely die, sorcerer has a 3+ save & enough wounds, the shield & amulett is there to save vs miscasts mostly. Bsb has a 1+ save, one re-roll is usually enough. Sometimes I change the bsb to Throgg if I want trolls.

That change all the time depending on the rest of the list, sometimes I give the sorcerer a horse & let him ride with a unit of marauder horsemen, sometimes I buy him a small unit of marauders as meatshields, but most often he goes in a unit of warriors. The bsb goes with warriors all the time, if I want trolls I switch him for Throgg, if I face wood elves I usually change him for the normal 3+ wardsave guy on daemon steed.
