So, my friend loves to bring this thing in his army builds. The thing is, he usually just lets it sit in his backfield and collect the power dice until it maxes out at level 6. My questions are, (Do these level attributes stack, or are they replaced by the next level?) and (Is this how most people use it in their games? And if not, how do you use it?)

I’m pretty positive they stack. It’s why it just gets better the longer it survives. Fly and ethereal on a chariot is just great.

They definitely stack.
I find the Black Coach a very fluffy unit although I've only faced one a couple of times.

Oh yeah. Stacks and stack and stacks. I played TheREALricksalamone last week. He had one. The bonuses stack. His got Narsty McGross. The unit of Tzeentch Gors that it charged, however, rolled double 1's for their Primal Fury. So they made a fight out of it until a unit of 3 Tzaangors were able to flank charge the Coach. We really only are able to beat it with combat resolution. Twas a good combat.

So what's be best use for it though? Do you hold it back until it gets all of it's bonus' or do you charge it ahead and hope that it gains them along the way?
Honestly, they both seem like gambles to me. If you hold it back, then you might not get much out of it until the last round or two, at which point, might be too little too late. But on the other hand, if you charge ahead, you might get it killed before it can become a combat nightmare. Gamble, gamble...

I just run it up there. T5 with a 3+ save and 4+ ward save make for a survivable package. Only 4 wounds kinda sucks though.

Once it's ethereal, your options expand GREATLY. Flying? Swiftstride? With impact hits? Rich's Wraith Driver was the most unskilled combat ghost I've seen in a month of Mondays.
I haven't played with, only against, IMHO: I like keeping it on your flank as a countercharge threat... And just let the 6's come and let it build up in power.

It's still a great platform unupgraded for dealing with chaff and things like handgunners, leadbelchers and the like. Once it's ethereal go ahead and charge things like knights and monsters.
Just beware of units with a good static combat res and you're ok.
