I got mail! I got myself some Corsair and the beginning of a witch elves horde some were sisters of slaughter though. So the last owner started painting without base coating. What do you think I should do? Strip em first? Base coat over as they layer seams thin or just keep painting on the plastic?

Awesome! I love all those models!
Personally, I paint without priming all the time. Grey plastic is MUCH more forgiving of that than metal. You DO, however, have to paint the entire model. Black primer tends to hide little areas that the brush just simply didn't reach or cover. Some paints will tend to "oil up" and not coat very well, but those are very few and far between. Most GW paints will coat just fine. If you DO experience something like that, just coat it as well as you can and then follow up with a second coat after it dries and you'll be fine.
Some people prefer to strip for a fresh start and especially if the paint job is a bad one, but I usually don't find that to be much of a problem. If someone used the wrong kind of paints, then it could be too thick and remove much of the detail from the model as it will glob up in the recesses. In those instances, yes, I'd definitely strip the model(s).
