Since it technically never made it to 8th I figured I would put it here, but has anyone ever used them? Some of the ROR seemed cool, but I can't help but shake the feeling it's a recolored empire.

I have used the 6th edition list a little. I've played a little more with the warhammer armies project list which is largely an update to fit better with 8th edition (though there are a few additional units as well). Overall it's an uphill battle (unless you are taking pikemen into high elves) but, I am fine with that.
You can put together DoW that are largely like a typical Empire army, so human shooty infantry, fighty infantry, knights and cannons. But, what I like about DoW is that you can put together something that is more like a 4th edition Empire army, i.e. humans with accompanying halflings, dwarfs and ogres. The WAP list also has some additional gimmicks like assassins, elves and giants if you want a kitchen sink kind of army.
I can't speak to the RoR, my formative years in warhammer have taught me to never ever field a special characters. And, that lesson was beaten into me with such force that even today I can't go there even though it is no longer the fastest route to a terrible game experience.

I quite like the RoR, I think they're really flavourful. In terms of the Special Characters that lead them, I don't think they're like most SCs as they arent independent of the unit,more like a slightly beefed up champion with a special rule or weapon than a character in their own right.
I also quite like the 8th ed WAP list although I need to play test it. I have around 2000pts of humans and I'll add in some more "fantasy" elements shortly.
I don't think it is worth trying to do it in the same vein as the Empire or Bret armies. You can have lots of shooty or fighty infantry and some decent cavalry but on their own they're fairly average units. The DoW strength is in their ability to field cool combinations of units like was mentioned above.
Let me know how you get on with the rules. For models, although slightly smaller, the Warlord Games pike and shotte units can provide a good base for regiments of pikemen.
