Another quick question: if I have a lord on a dragon who takes the flaming breath chaos mutation can I use two breath weapons in one turn (one from the lord one from the dragon)? the BRB states that if a model has more than one breath weapon attack it can only use one in any given turn. so the dragon couldn't use both breath weapons in one turn but does the lord on the dragon count as part of the same model or count as a separate model for this rule?

It is not addressed as such in the BRB, but, based on the FAQ below, I would say that both the rider and mount could each use a breath weapon.
Official Update Version 1.9, p.11: Q: Can a monster and its rider both shoot in the same shooting phase? (p105) A: Yes. Additionally, if there are multiple riders they can each shoot.
