Hi, I can't find my BRB... Are flying Skirmishers still stubborn in forests?
And do non-infantry flyers (Peg Knights) take DTs in forests?

1. Yes, provided the majority of of their models is in a forest. There is no exception stated for Flyers. 2. Depends. Obviously, the Peg Knights would have to take the test, if they march,charge, etc. through the forest, instead of flying over it. That aside, "Models with the Fly special rule that begin or end a flying move in a forest must take a Dangerous Terrain test" (BRB p. 119).

What if I make a non flying move. Am I still considered a flyer? Even though I am not flying.

You still have the Fly special rule, but it does not necessarily have an effect. "Models with the Fly special rule that begin or end a flying move in a forest must take a Dangerous Terrain test." So, Pegasus Knights that make a normal move are not required to take a DT test, whether or not they start or end the movement in a forest. However, a non-flying march, charge, flee, overrun or pursue move would result in a DT test.

Can I make a 16" move as a unit of peg knights, that consists of a mix of flying and not flying?

No. I know it is a difficult concept, so much so that most politicians cannot grasp it, but you cannot have your cake and eat it.
BRB p. 70: "Units made up entirely of models that can fly can move or charge normally on the ground, using their Movement value, or instead choose to fly."
