The only thing to watch out for is the high mage will need to go in the front rank of the DP unit so will become a prime target. The other mage will be able to go in the 2nd rank of the silverhelms because of the other characters, so will be protected. Giving him even a cheap ward will increase his survivability

Not being a HE player, my input can only be limited, but, generally speaking, one lvl 4 Wizard is better than 2 lvl 2 Wizards.

Because of the further +2 dispel/casting bonus? I've found in 8th edition, that a level 4 wizard is not as important as in previous editions. Sure they give you some advantage (i.e. +4 dispel/casting) and have more spells, but wizards of any level can be just as deadly with a decent Winds of Magic roll. Not to mention, with multiple wizards, one can die and you will still have another wizard. Regarding the list, it looks interesting. I'd be interested to see how it performs.

I think, from several years of playing 8th, that 2x level 2s are as effective as a level 4 for sure... Sometimes more so...
Some redundancy for broken concentration better lore coverage High mages are level 3 on the cast
For this list, both are important to me - the high mage is soul quenching chaff, and increasing the unit's existing ward save as he goes. The beast mage is buffing the bus with the signature beast spell.
I could go either for a level 4 however I think I'd miss the other's input (I'd go high mage if I did go level 4) and I'd have to drop the mobile lord down to a noble... Its certainly a consideration for sure 👍
Wil put a 6+ ward on the high mage though, just to bring him in line with the rest of the unit.
