BRB says that scouts can deploy anywhere on the battlefield as long as they are outside of 12” of any enemy unit. Does this include them being able to deploy in the enemy deployment zone provided still outside of 12” from an enemy unit?

Tactics: This can be used to position them 12” in front of vanguard units so they can’t position forward when vanguarding creating a 24” bauble where nothing can be deployed.

BRb p. 79: "Scouts are set up after all other non-Scout units from both armies have been deployed" (i.e. including units with the Vanguard special rule).
"After both sides have deployed all their other forces (including Scouts), but before either side has taken a turn, units with the Vanguard special rule can immediately make a 12" move regardless of their Movement value (they can't march, and are affected by terrain as normal). This cannot be used to move the Vanguard troops to within 12" of the enemy."
So, if you deploy Scouts 12" in front of a unit with the Vanguard special move, the latter will not be able to execute the Vanguard move.

You can Vanguard backward or to the side though too reposition. If something is in the way forward.
Often something I do with Vanguard fast cav. I drop them early to bate opponent with a response and then reposition them with vanguard.
Of course sometimes you just do full speed ahead to try hunting a war machine or come around flanks.
