As wundapantz and strutsagget indicate, the number of hits is not necessarily relevant for the next step. Warhammer is a permissive system: in gaming terms, that means you need written permission to do something. Unless there is a rule specifically stating you can do something, you cannot.
So, how do we know that in normal shooting the number of hits equals the number of the rolls to wound? Because BRB p. 42 specifically states: “Roll to Wound. For each shot that hits, roll again to see if it wounds the target.”
How do we know that in CC the number of hits equals the number of the rolls to wound? Because BRB p. 51 specifically states: “Roll to Wound. Roll a D6 for each attack that hits.”
However, that is for “Roll to Wound” only. There is no such stated rule for characteristic or Leadership tests. For that to happen in a given situation, it must therefore be specifically stated, like for instance in the rules for the old Hammer of Judgement: “Models hit by this hammer must take a Leadership test for each hit suffered.”
The Breath Weapon rules p. 67 specify: “ As with breath weapon attacks made in the Shooting phase, the Strength and any special effects of the creature's Breath Weapon will be covered in its rules."
Turning then to the rules for the Toad Dragon's breath weapon, there is no distinction between shooting and close combat, indicating that they function in the same way for both. The rules specifically state: “Any model hit must pass a Toughness test at -1 or suffer D3 wounds.” So, the condition for the Toughness test is whether the model is hit or not, and the condition is met, when a model is hit once, twice or 2D6 times. The rules clearly do not specifically state to take a Toughness test for each hit.
To infer this anyway by drawing a parallel with "Roll to Wound," must surely seem less warranted than drawing a parallel between the two forms of the same breath weapon.
