When looking at the fast cavalry rule, a player of mine set up a protest and we are looking for clarification. We have played it that fast cavalry are able to do a regular move without suffering the -1 for move and shoot. It is only when they March that they suffer the -1 to move and shoot. Is this correct or do they suffer -1 to hit if they make any movement? One of my players arguments was that it does not specifically say they don’t avoid a -1 for moving and shooting but instead that they can still shoot when they March and still have the -1 penalty. Rereading it, I tend to agree with his interpretation now but I’m almost sure that I have read somewhere that fast cavalry avoid the penalty to move and shoot for a normal movement but it could just be a wrong interpretation I have done. The fast cavalry in question are eleryian reavers of the high elves. Thanks for helping sort this out.

If you move you take a -1 to shoot, as per the BRB. As per the skirmish/fast cav rules, if you March, then you can still shoot with the -1, this isn't normally allowed.

What @discoqing and the one of your players say. Perhaps the units you are thinking of had Quick to Fire weapons, which do not suffer the usual -1 To Hit penalty for moving and shooting. That is not the case for Ellyrian Reavers, though.
