Have dwarves playing against high elves and the HE player is asking if a Dwarf Runesmith that gives the entire unit armor piercing from Forgefire would also make the attacks magical and thus allow him to use his banner of the world dragon against those attacks. I’m not very familiar with the dwarf army so looking for clarification please.

Since the Forgefire special rule does not specifically state that the attacks are magical, they are not. Note that this also applies to spells and magic items (e.g. Razor Standard) bestowing AP and similar special rules to weapons, since it is the weapons that make the attacks, and not the spell or magic item.
Official Update Version 1.9, p.9:
Q: What are ‘magical attacks’? (p68) A: All attacks made by spells and magic items are considered to be magical attacks, as are all attacks that are specifically noted as being magical attacks. Shots fired from magical items are also considered to be magical attacks, unless their description specifically states otherwise. Hits inflicted by rolls on the Miscast table are treated as magical attacks.

Thanks Fvon, is armor piercing able to stack? If a dwarf unit with a Runesmith takes the razor banner would that result in -2 to armor from 2 separate armor piercing rules or can that bonus only be applied once? I would imagine it is only applied once as other rules are normally limited to once like rerolls only being able to be done once.

It does not stack, since it is the same special rule.
BRB p. 66 (as amended by the UUV, p. 3): "unless otherwise stated, a model gains no additional benefit from having the same special rule multiple times.”
