I have a few unit fillers in my Tomb Kings army, typically in blocks of skellies 30 or 40 or 50. A few 60mm x 40mm. I don't love them look wise, I don't love them gaming wise - I'm with KevinC , if I have a unit of 30 dudes, I'd rather have 30 minis each on their own 20mm x 20mm base. It seems like somewhere circa 2012 everyone was heads over heels for unit fillers. I made a few to fit in with the cool kids. I regret it all. Taking a 3x2 base and "making change" for 6 minis slows the game down. New Years resolution: buy and paint new minis - use a flamethrower on my old unit fillers. however it does speed up getting your army ready for the next game! and, never destroy a mini, just put them in the back of the cabinet. one day you may want to fit in with the cool kids again

Here is a 3x3 unit filler I made for my 50 strong GW Marauder unit... Currently working on a second 3x3 unit filler for this same unit (of a completely different design) which will displace the Marauders with shields that can be seen in the back rank.

I primarily use unit filler on models that doesn’t rank up and need some extra space here and there. Also if I am missing some models I fill the last ones. For example I have 47 great swords so I will fill last three someway to make an even 50.

GW was horrible at making models that fit properly on their bases. The modelling aspect of the game would be so much better if bases were increased in size by 5mm (20mm to 25mm, 25mm to 30mm and so on).

I use rat swarms and rat ogres as unit fillers in my line units. I'll also use dwarves, humans, ogres, and elves in my slave units.

I've heard of a lot of people using various mixed units as Slaves for Skaven. Pretty cool idea. Very thematic. Personally, I just having my armies look distinctive from one another though.

It's mostly because I'd rather paint up a unit of something like rat ogres, then if I don't intend to field them I can still use them somehow. With a dedicated unit filler that's all it can be... a unit filler.
With the other "slave" races I can still paint other models from across all the different armies and they'll have a place in my list. If I like the look of that ogre hunter (I don't play or intend to ever play ogres) or I find some random ogre/werewolf/whatever on eBay or kickstarter that I like guess what? It has a place in my army, even if it's as a unit filler in a unit of slaves.
EDIT: Gotta have something to break up the monotony that is painting slaves/clanrats/stormvermin/plague monks.

Sounds like a solid rationale. Painting all those hordes of Skaven must be nightmarishly difficult. A slow painter like me would no hope of getting through them.
