Why not do like 3 starter sets for the Old World? Tk vs Brets, O&G vs Empire, and Chaos vs Kislev? That would be a lot of extra manufacturing, inventory, and distribution management for very little gain. People will buy the starter set for the rules regardless of what factions are included. Also there is no reason GW would drop new models for that many factions all at once when they could instead trickle out the same releases over twelve months.

Because money. It would be much more expensive than the usual one starter set, while probably not adding that many more sales.
What I could see happening is something similar to what is already happening for Kill Team and Warcry: "seasonal" boxed sets that are only available for a couple of months, or maybe a year. Different factions and sceanrios included in each, while the core rules remain (mostly?) the same.

Honestly no matter the starter set I'll probably pay piggy it as long as the models scale well with 8th.

80% of my empire army are ASOIAF minis and so are 28+mm scale [not quite 32mm] any way. Besides the minis from Cursed City they look fine.
The Quality that is coming out of GW is unprecedented. Its the rules we should be concerned about...

The starter box will be whatever GW's market research indicates would be most successful.
There was a reason was a reason 3 of the 5 WFB boxers games with Orcs & Goblins - they were always one of the most popular armies.
I do believe Brets and Tomb Kings are likely, not just because of the bits preview but look at it this way - Undead miniatures are popular, and Knights are very Old World.

Three times as much work for GW, which means three times the expenses. They'd also be risking not having enough of one, or even all, of them when they go to sale, unless they make a BUNCH of all three and risk having lots of backstock.
And it's unlikely everyone will buy all three, or even two of the three...

Mantic have done it with KoW (with a Skaven vs Goblins box, an Orc vs Halfling box and a Tomb King vs Ogre box all currently available to choose from), and I can see why they did.

I'm actually quite positive about them wearing shoes, because it makes them convertible into Gnomes and other similarly short creatures that don't have big furry feet. My main pet hate about that range is the stupid-looking dog riders. If I were to convert those Halflings into Gnomes I'd have to replace those steeds with mounts that can actually be taken seriously.
