With the limited re-release of Arch Plague Lord Nurglitch (and other Skaven characters) I was inspired to updated the old Bubonic Court of Nurglitch army list for WFB 8E. I put my own twist on the army list based on an old 5E battle report, Coils of the Serpent, that appeared in White Dwarf 209. It's a battle between Lizardmen and a Clan Pestilens Skaven army led by Lord Skrolk. The Skaven player was allowed to take any Skaven or Chaos units affiliated with Clan Pestilens or Nurgle. Nice idea including Nurgle units as well, though I think the Verminlord Corruptor should be included as another Skaven unit, as it is aligned with Clan Pestilens and the Plague part of Skaven in General. I'm sure there were rules for the Cauldron of a Thousand Poxes in the original 6th Edition Pestilens army list too, it would be great for that to be included as well - the original rules made it a Pestilens Screaming Bell, but I'm sure a rules writer of your calibre could easily write brand-new rules for it to release random diseases across the battlefield that have different effects upon enemy units.
I think you should have kept the names 'Stinking Thing' (for a Pestilens Chieftain) and 'Rotten Rodents' (for Pestilens Clanrats, led by 'Rotten Claw' champions) to preserve the Pestilens theme and differentiate the list from the main Skaven list even further.
The Skaven magic lores really need updating to include specifically delineated Signature Spells and Lore Attributes in line with the rest of 8th magic. Fortunately I'm taking on that job as part of my 8th Skaven update. When it's done, I would suggest that Nurglitch use the Lore Attribute I develop for the Lore of Plague in place of the Warriors of Chaos or Daemons of Chaos Nurgle Lore Attributes.
I'm not fond of the idea of Nurglitch having a combined profile with his mount and attendant - I know that was how the 6th Edition version was written, but it smacks too much of the End Times and AoS for my liking, I'd rather see their profiles separated out as per all other Warhammer Fantasy characters and mounts.
Finally, while I like the idea of you including the Albino Guard as an amped-up Stormvermin unit, it doesn't sit right with me that it only appears as a unit in the Pestilens list, because they would just as often appear in a standard Skaven force. However, if you want to keep the unit in the Pestilens list, I can simply add the entry to my 8th Skaven book as well to take care of this issue.
Other than that, another very nice addition to the KevinC army list collection.

Ah forget about the Verminlord Corruptor, I will probably add him.
I didn't include the Cauldron of a Thousand Poxes merely because the Plague Furnace seems to have replaced it.
I'm a big fan of what they did in the End Times, including combined profiles. I think it is ok to have both in WFB, characters with combined profile and not.
The Albino Guard is in there because Nurglitch is a Lord of Decay, so I think it's fitting. I would say that players should include the Albino Guard in any army where they also include a Lord of Decay.

I am a bit torn on the toughness increases. I guess that was the way to say 'Nurgle' in older editions and anyway, I don't have a better suggestion.
Why is the GuO a rare choice as opposed to a lord choice? It allows some rather strange 50% Greater Daemon lists. And, would you need to specify that he is still a character?
'Mad Rat Ogre' isn't very inspiring as a name...unless you pulled that from some official source, then of course you'd need to stick with it.
Really like the immunity rule for the Red Crested Skinks.
This is a nice little variant list. Great stuff.

Regarding the GUO, his troop type is "Monster (Character)," so no need to clarify. I made GUO rare to ensure the player has to make a hard choice about the Daemons they include. If you take a GUO, he's going to take all or most of your Rare points. This means you can't get the other stuff. If you take Drone Riders and Beasts of Nurgle and/or the plague catapult you won't have enough points for a GUO. So you can't just take a full Daemon army either. Mad Rat Ogres were their names in previous editions.
