The Dark magic spell Shroud of despair states that hold your ground and inspiring presence don't work within its area effect, but I am wondering how such a spell affects skaven strength in numbers rule? The card doesn't mention it, so unless there is a faq somewhere stating that said rule is affected I am assuming that a Shroud of Despair bomb going off in the middle of a skaven army might have limited effect. Thanks in advance.

There is no FAQ that mentions Strength in Numbers in relation to that spell.
I definitely wouldn’t say going from a 10 Ld, re-rollable, to a 5-8 Ld, without a re-roll is “limited effect”

What you yourself suspect and rahotep75 says. Unless specifically stated otherwise, normal rules apply. Shroud of Darkness does not specifically state that SiN does not apply, hence it does.

Strength In Numbers is independent of Inspiring Presence and Hold Your Ground. Since Shroud of Despair does not mention Strength in Numbers (and vice-versa) it is not affected by the spell.

I considered SIN a leadership bonus along the same lines as inspiring presence and hold your ground. As Shroud of despair is a spell that creates a zone of what consider fear and doubt I thought it might effect SIN in a similar way.

I can see where you're coming from, but Warhammer is a very specific ruleset. The rules specify if two things interact, and if the rules do not specify they interact, they do not interact.

But in this case the rules are unambiguous.
