I have returned to warhammer after 7 years of pause. Played Woc before I have bought some of daemons, this is my first try. Will be facing Empire, skaven and vampire counts
So what do you think about this setup? Total Roster Cost: 2999
Great Unclean One (1#, 555 pts) 1 Great Unclean One, 480 pts = (base cost 375 + Level 4 Wizard 105) 1 Exalted Gift, 75 pts
Herald of Khorne (1#, 185 pts) 1 Herald of Khorne, 160 pts = (base cost 100 + Greater Locus of Fury 60) ......

And you have never ever played a game where you agreed on a points total but were a point or two - or heavens beware, even five - below?

The rules are quite clear, Grand armies are 3000 points and above. This has been the premise of this entire thread.

johngg is oorrect. BRB p. 132: "For example, you may decide to play a 3,000-point game, in which case the total points value of all models in each players' army must come to 3,000 points or less." BRB p. 135: "If choosing an army of 3,000 points or more, we consider this to be a 'grand' army, with enough patronage, cash or muscle to get a larger supply of scarce units: up to 6 duplicate Special choices, and up to 4 duplicate Rare choices." Of course, if your opponent and you agree on playing a Grand Army with less than 3000 points, then feel free to do so.

Bolded for emphasis. You contradict your own initial statement there.
Given the thread title I see no point for debate here. Feel free to disagree, but opinions are still not facts.

That "3000 points or less" is not the same as "3000 points or more" is not an opinion, but a fact.

The OP has decided to play a 3000 points list, which checks the grand army condition of "3000 points or more". Having "only" used 2999 points - i.e. still 3000 points or less - does not negate this condition.

You may well indeed have only used 2999 points in your 3000 point army, but then you have not fulfilled the criteria for a Grand Army, which is 3000 point or more.

Further, As this is only an issue with selecting 3000 points armies, it may put you at a significant advantage being able to hit 3000 points on the button and take the Grand Army options which would then be availible to you. For a lot of us, that's half the fun. And lets be honest, its not as if this is a difficult task.
