The problem is his base size prevents him from making way. There's no place he'll actually fit and still be part of the unit. (Orc is on a 25mm and goblins are on 20mm)
You'd have to combat reform the unit and 'scoot' it to the side in order to allow him to attack.
The issue then arises can you? What constitutes "models", do 7 goblins have to remain in contact? Or do 7 "models" have to remain in contact?
That's what we're debating

The goblins are models. If you make it so a goblin is no longer touching you just got that model out of base contact. If you read the rest of the rule it says:
"The model can be in base contact with a different enemy at the end of the reform if you wish."
By saying "the model" it is being specific to a model, not generic.

Moral of the story. Don't take an Orc character in a goblin horde. goblin bus = ok (unless flanked).
