I know that is old discussion but I wanted to add at at all battle reports from tournaments I have seen hellcannon wasn't able to pivot and shoot. Only exceptions from this rule whas ETC FAQ that stated that it can shoot indirectly not in his front arc (but I think it is just a house rule).

I've always just let the Hellcannon pivot. Fires like a stone thrower is enough for me.
That act is in itself a potential risk as it could expose a flank/rear.

Except that firing like a stone thrower does not include the pivot. As pointed out above:
BRB p. 108: The first part of rules pertains to the rules for the war machine troop type — essentially its chassis and crew — which apply to all war machines. The second part consists of the rules for how each specific type war machine fires (and how it slaughters your foe). [Italics mine]
So, the BRB itself specifies that the first part of the rules (p. 108-110, which include the pivot) pertains to the war machine troop type. Unless specified otherwise, it does not pertain to models that do not have the war machine troop type. The rules for firing the stone thrower are in the second part (p.111-115). and do not include a free pivot.

But to shoot *like* a stone thrower would mean the hellcannon gets to pivot. And that's the reason I allow my friends to pivot. 😜😜

Obviously, you are welcome to allow your friends to pivot - but it is not based on any rules. You are also welcome to allow your friends to twerk and then pass any AS tests automatically. Personal waivers are all fine by me, but they have no place whatsoever in a rules discussion.
