Empire is often a swing and a miss. Sometimes the stank blows up round one and you are outmanouvered on all sides. Yet sometimes your light council lines up with the cannons and the enemy is gone by round two.

That said; ANY ARMY CAN BEAT ANY ARMY. I think Dwarfs can often be Upper Tier. They are very fair, very good. Only downside... only thing that keeps them from being slam dunk upper tier is their inability to move fast. If you are playing some sort of game with objectives, that makes it an uphill battle for the stunties.

I agree with your assessment that they occupy the space somewhere between the upper and middle tiers. I think the same case can be made for Ogre Kingdoms and Wood Elves. Wood Elves in particular are quite interesting, because I think they are a fairly good counter to the other two Elven races (which both occupy the upper tier).

It's all very personal but this army has so much chaff that it feels like I'm playing chess. No matter what he does, he will be flankcharged by chariots. Unless he meets them head on and then he has ranks in his flank. Flying skirmishers do not get shot when charging (-3 modifier against multi-shot weapons) and chariots are ridicously cheap. Main drawback is no ranged weapons. If he has a gunline and is lucky, you're doomed. Ifhe has a gunline and I get to the other side, it depends on how many rounds we play.

Dwarfs (Slow but staunch, no magic) Empire (Jack of trades, Demigryphs are very competitive) Chaos Dwarfs (Some OP options like Magma Cannon and Kdaii Destroyer and some devastating magic lore spells but expensive core and limited options) Orcs & Goblins (have drawbacks but lots of options to deal with everything)
Below I would say are mid tier the way we play them but lower tier out of the book Beastmen (Chillhammer Style) Tomb Kings (Chillhammer Style)

Chillhammer is just what I call the relaxed way we play within our gaming group. There are enough additional units that we play/have the option to play with to fill at least 2 army books. Also we have over the years tweaked and added various things we feel enhance the enjoyment of the game. Beastmen for example we play as having access to marks from Glottkin, buffed Centigor and with a completely revamped rare section featuring 8 monsters. There are a couple of other tweaks but they are the main ones. See Jabberslythe Elder and Druk rules in the rules section of this forum for options we play Beastmen with. The Forgeworld Incarnate Elemental of Beasts at 275 points is a rare option for them and is considerably more formidable than the out of the book rare options at the same points costs for example. With Tomb Kings, we only play the army crumbling if ALL leadership characters including Kings/Princes are slain. Also, Ushabti and Bone Giants have light armor for a 4+save, Heralds and Royals let their units march and they have access to additional units such as Embalming mummies etc. Crumble resistance, limited marching etc buffs the army while still keeping the theme. Various other tweaks as well but that's a couple of changes we play with. On those rare occasions where you unluckily lose your Heirophant in the first couple of turns (miscast on 2 dice for example) it makes a huge difference and is no longer an 'auto-lose'.
