Now, I´m not a rat expert - and kinda rusty on 8th Ed really.. But, the Stormvermin, two units like that? Not "better" to have one with 30 weedy rats and save up some points? Just an idea..

Your points are all jacked up, and there isn't a Warlock Master in our 7th edition book. And what kind of people do you play against? 5 stormfiends is distinctly unpleasant.

I would advise against units of 20 for Skaven. You really need to be 30 minimum to get the most out of them, even Stormvermin need to be in a big block. Would suggest swapping standard of the horned rat for razor standard, unless you have a plan with it. Additionally, I would suggest upgrading one Jezzail to a sharp shooter.

Also Skaven can sometimes fight well, but that is usually dependant on them outnumbering the enemy. But if you use units of 20 you're making it easier for opponents to whittle down your unit. So always take extra guys so that you can afford to take a few casualties on the way across the board.

Others have already said similar but the stormvermin I would combine to one unit of 40. The clanrats you might also make one unit a behind the lines bunker at 20 strong (carrying general and bsb) and then transfer the points to the other unit which would be about 40 strong. Also, seems like a lot of focus on combat rank and file blocks, but skaven really don’t excel there. Might want to try to fit in some toys like hell pit abom or warp lightning cannon, etc.

Good point, yeah some chieftains in with the clan rats might make up for the lack of combat punch. I always see some units as a method of delivery to get a well tooled up Skaven warlord or chieftain into combat to do the damage. This is certainly missing here.

Tactic to try is just chieftains with no extras, or if you can spend some points at a halberd. One of my mates regularly uses heroes without gear. It's fun to watch a high elf with the cloak of beards lose a challenge to a no frills dwarf thane.

Don't worry too much about the storm fiends though they are a very powerful choice. The fact that you don't have any of the other really good choices helps to balance things out. Also you can get a pdf of the actual last Skaven rule book on the website that you linked. In addition Battlescribe is a free army building program that you can use with almost any ruleset that you are playing.
The previous post about chieftain spam is also spot on. Not over the top but can really give your large units some needed punch. I prefer pretty naked chieftains with a halberd.
Think about what strategy you want to accomplish than build the list. Skaven are pretty versatile, they have decent shooting/war machines, good magic, decent melee units. I'll try to point out some issues with your list choice unit by unit.
Slaves; your unit size is too small. Slaves are generally used to tarpit enemy units while your other forces destroy units and take objectives. To do this effectively you need to have large units. This ensures that you maintain steadfast and don't break when you lose combat (which you will). I prefer my slave blocks to be 40+
Stormvermin; Same as above. When I use stormvermin it is with a large horde of 40 that I want to get into combat.
Clanrats; Kind of the same. Exceptions would be a smaller unit pushing a bell behind a stormvermin horde. If I want a combat horde I'm taking stormvermin, if I want a tarpit, I'm using slaves. Clanrats are kind out of luck. That being said they can be useful in a full shooting army. Minimum unit size just to get more weapon teams on the table with your core points.
Jezzails; If you like the models they are fine. Just realize that they are a very weak choice. 3 Str 6 Shots @ BS 3? Hitting most things on 5.
Stormfiends; They are very powerful, especially the ratling gun version. That being said I would almost always take a grinderfist. That way I can pop them up in the back line in turn 2 and start mowing down the units that I want. If you deploy them like normal they are pretty vulnerable to a number of things and have a pretty poor save and a short range (18")

Interestingly though taking Jezzails as small 3 man units and upgrading one to a sharp shooter I've found gives the best return versus a large unit of them. 3 3 man units seem to get more hits than one 10 man unit.

I just think they are bad for the points. I can think of a few fixes. Reduce points cost. Give them no range penalty. Bs +1 upgrade (scopes) for x points. Give shots multiple wounds (2 not d3) Make shots pierce ranks like bolt throwers Maybe not all of these but some of them would make me think about taking these.
