Looks like a fun army. I always thought it a pity you couldn't get mounted von Carsteins aside from Mannfred. Vlad gets on a horse plenty of times in various books.
Two small details - no lance for your Wight King? At Strength 4, he's not putting out much damage or really adding much to the unit. If he's not carrying a banner, I'd try to make him either a tank (with a ward save) or ideally a more consistent damage dealer with a strength-boosting weapon to help you after the charge. Also, the Black Knights really benefit from Banner of the Barrows, or at least the Screaming Banner. But there's no easy way to fit either in.
I echo FvonSigmaringen's thoughts on your Black Knights - amazing looking unit.

I double checked the book and actually had an illegal list with a too expensive banner for the skeletons (25 point cap) so have adjusted. No more armor piercing but slightly faster now. I actually have 58 total models so it works just. 625 core on the dot again. Maybe I could drop to 5 hexwraiths? I didn't paint the black knights, they came like this (hence the ovals) but it was the scheme which convinced me to spluge. So the unit will still be nicely deployed with 10 elements I'll definitely consider it for a future list but I've only just acquired the 10 black knights and want to use the full unit at least once. What would your standard 'tank' build for a mounted wight king be? If I were to drop the Red Keep flag it would free up 75 which is considerable points. It's a tough call though with 10 bloodknights opponents will likely shoot them due to how expensive they are.

Tank Commander: Talisman of Preservation, Enchanted Shield, lance. That's a 1+ armour save, 4++ ward.
Tank with Ablative Armour: Nightshroud, Luckstone, Ironcurse Icon, shield, lance. That's a 1+ armour save, re-roll one failed one, 6++ ward for the whole unit against warmachines, and no strength bonuses plus Always Strikes Last for any models in base contact (take that, great weapon elves).
Tank with Bulldozer Blade: as above but swap the shield and lance for a great weapon. More choppy but just a 2+ save.
Tank Destroyer: Sword of Might, Enchanted Shield, The Other Trickster's Shard, Luckstone. 1+ armour save, re-roll one failed one. Damage output is better with constant Strength 5, your inherent Killing Blow, and forcing models in base contact to re-roll successful ward saves. That adds some consistent post-charge damage to your unit.
This is assuming all are mounted.

Looks solid as a list, can't really see any potential weaknesses. It's difficult to say being a cannonball magnet a weakness but your using the banner so seems solid. I agree, dropping a blood knight or hexwraith to make your wight king a BSB could also be an option if you still want to give that nasty big unit of skeletons armour piercing. Apart from that let us know how it goes.

I personally hate offensive skeletons, they just aren't very good in 8th. Ghouls are the only offensive choice in core in my opinion. Occasionally a minimum unit of skeletons simply to get the flaming banner on the table but that is an all comer choice.
I like konrad, he's fun and not a super op choice and not a weak choice. But in this list he just doesn't "work" in my opinion. Though neither does Vlad. I also don't love a big Blood Knight unit like that. 2 5's is a better choice.
Think about a few dreadknight vamps, combine the dire wolves into a single unit for cheap ranks. Front rank is 3-4 Vamps and one dire wolf champ.
You could easily have a kind of 7th ed MSU Cavalry army. Most powerful? No but cool. 2(or 3) really powerful cavalry units. Along with black knights , which are decent and hexwraiths which are very powerful when used correctly.
I would lean harder into your cavalry theme.

They wouldn't get Look Out Sir right as infantry vs Warbeasts. It's an interesting concept. Skeletons aren't great I agree, but miniatures wise they are my favourite of the core infantry. I've actually just picked up a few more ghouls so can increase my unit size moving forwards. I've not run a bit unit of 10 before which is why I'm trying it out. I've only recently finished painting my second lot of 5. Normally I'd include something else in Rare but the Bloodknights eat up all the points. They fit thematically imo given Vlad's nobility.
