The rule in the title says: Can they also refuse a challenge? My take is, they cannot refuse and have to accept, for example if a lone character wishes to minimize attacks on himself when he is in combat with a unit of Beasts of Nurgle. My reasoning is, that the Beasts don't get full Champion status, they just get that one line of the Champion rules regarding issuing and accepting challenges. Is that correct?

Champions have the same wording: "Champions can accept and issue challenges in the same manner as a character."
So BoN can refuse like one too.
Refusing: "If no enemy character steps forward to meet the challenge, one of them must retire in ignominy. This character is nominated by the challenger – though he may not nominate a character that could not have accepted the challenge, or a unit champion – champions can accept challenges, they do not have to."
