Which rules take precedence? The Loremasters rule that states he does not generate spells normally and Always Knows the 8 signature spells or the Wizarding hat Turning you into a level 2 Wizard who generates a random lore?
Or does it result in a Loremaster who Generates 2 from a random lore and also knows all the signature spells?

The Wizarding Hat will not do you any good: the Loremaster will just be subject to Stupidity, without the benefits. This is (for once) really a question of AB>BRB. The AB specifically states that a Loremaster of Hoeth knows the signature spells of the 8 BRB magic lores. So, he is not able to choose anything else. If you give him the WH, he is not able to use anything other than a randomly chosen spell lore. These requirements are irreconcilable . Therefore: AB>BRB.
Compare with the Vampire AB p.26: "Your army's General must be a Wizard. If he is able to choose a spell lore, he must use the Lore of the Vampires (see page 60)."
Hence, Vampire Counts Official Update Version 1.1, p. 1 states: Q: If a Vampire or Vampire Lord is unable to choose the Lore of the Vampires as their spell lore (due to the Wizarding Hat for example) but is still the Wizard with the highest Leadership in the army, must he still be the army’s General? (p26) A: Yes.

Does this also apply to every other army book in which a wizards level and lores are stated in their entry? I've always wondered whether, for sake of example, Night goblin great Shamans could combine the hat with their Magic Mushrooms, in this case however, every wizard who can buy it has their spell lores and level similarly stated.

Well, the Loremaster rules seem more strict, since they specifically state that he "does not generate spells following the normal rules." In any case, I cannot see much advantage in paying 100 points for the Wizarding Hat (= 2 spells from a randomly determined lore of battle magic, and Stupidity) on a Loremaster. Nor, indeed, any other kind of Wizard, even if you do not otherwise have access to the 8 LoBM. The Hat seems much better placed on a non-Wizard, giving you a Wizard with better stats, weapons and armour than you normally would have.
