Does the screaming Bell get a Stomp attack from the Rat ogre? I did t even see anything in the skaven Armybook that would suggest that rat ogres were even monstrous infantry…

Technically, because a Screaming Bell has a “unique” troop type, it does not get a stomp attack, since that’s only available to Monstrous Infantry/Beasts/Cavalry and Monsters.
Even if it was classed as a Chariot, as in the past, Chariots have “No Stomp” rule, even if pulled or crewed by Monstrous troop types.

Rat Ogres as such are Monstrous Infantry, as defined by the Bestiary in the BRB p. 486 (intended for the overlap 7th edition AB/8th edition BRB), and would benefit from the Stomp special rule. However, as rahotep75 says, the Screaming Bell has the troop type Unique, and the the Rat Ogre crew (as normal, and confirmed by the Bestiary) does not have a separate troop type. Hence, no Stomp for either the Bell or the crew.

The same is true for the Slave Ogre that can be a part of the Dreadquake Mortar's crew in the Legion of Azgorh.

No, unfortunately not, as everyone has said it has the unique troop type which supercedes monstrous infantry.
