The Rulebook says a unit cannot choose to use hand weapons over a “special weapon”, but there are units that can be equipped with halberds and shields. Can such a unit decide to use its hand weapon and shield instead of halberds in combat? Or is the purchase of a shield purly for defense against missile/magic attacks?

In old editions, I'm pretty sure there were spells that destroyed your "special weapon" and you had to revert to using a hand weapon instead.

As the Requires Two hands special rule states (BRB p. 75): "If a weapon requires two hands to use, it is not possible for a model to use a shield or an additional hand weapon alongside it in close combat (although a shield can still be used against wounds caused by shooting or magic)."

Sweet Shield benefit! 🤣 In the 6th Edition, you had the Bane of Forged Steel spell (Lore of Metal), where the original version stated: However, the sentence in Italics was later changed by an Erratum to read: "Affected units are assumed to use their fist/claws, etc, and so cannot benefit from the rules for using two hand weapons or a hand weapon and shield."

In 7th you could chose to use a special weapon or a hand weapon each combat - which was handy for say spearmen, when their numbers diminished enough that the extra rank from spears was no longer of use.
Unfortunately in 8th, as stated above, you have to use the special weapon

one thing everyone is forgetting is that the rule also allow for much cooler models. And in a game whose main appeal is indeed visual, one could argue that it's always worth it to have shields
