With a spell that can target a single enemy model, even if they are a character in a unit, can the spell be used to target a mount if they have one?
I’m thinking specifically of a Skaven wizard riding a screaming bell for example?

BRB Official Update Version 1.9, p.14: Q: Can spells that pick out individual models, even if they are in a unit, choose what is hit when targeting a model with multiple locations? For example The Fate of Bjuna is cast at an Orc Warboss on a Wyvern, the caster can choose to target the Warboss or the Wyvern and it will be resolved against the Toughness of the target. (Reference) A: Yes.

Now for the $10,000 question.
Can you target a 'special' mount separately or not? As it's not a chariot, but not a monster, monstrous beast, or warbeast either.
The Skaven book is weird and does not follow many of the normal rules.

The Skaven book is weird and does not follow many of the normal rules. The troop type of a model/unit doesn't have anything to do with targeting. The doomwheel is "unique" but that doesn't stop anyone from shooting or casting at it.

Yes, but the Doomwheel is not a character mount. The Screaming Bell is.
Not saying it should or shouldn't work. Just that it's not quite as clearcut as the update makes it look.

vulcan : I cannot see where the problem is supposed to be. As karnus indicates, it is about multi-part models ( i.e. where the parts can be targeted and killed separately), regardless of troop type. Granted, the German version is more clear: "F: Können Zauber, die bestimmte Modelle spezifisch als Ziel wählen können (wie etwa spezifische Modelle in einer Einheit), auch einen bestimmten Teil eines Modells aus mehreren Teilen anvisieren?" which translates into: "Can spells that are able to target specifically individual models (like for instance specific models in a unit) also target a specific part of a model that consists of multiple parts?"
