Greetings, I'm sure you've noticed me piling on a layer of posts today. Thanks for being kind.
1. Belakor is not in any of the material I have read (8th edition Daemon armybook) and I am trying to understand where he appears for use?
2. What are the rules regarding mixing armies? Like if I wanted to add some units of Chaos Warriors to my Daemon army, how would that work (if at all)?
3. My table has a house rule for *charging units having 10 Initiative for the first round of combat* and I'm unsure if it is wholly fair given that I end up playing against Lizardmen with low initiative. I tend to take advantage of that with units like Great Unclean One and Plaguebearers, but it still seems like it's not fair when compared to units that have a naturally high initiative. What are your thoughts on that rule?
Thanks again!

Thanks again! 1) is Belakor in the warriors of chaos book? 2) there are ally rules in the 8th rulebook towards the end, you could use those, or you could run a legions of chaos army as outlined in I think the Glotkin book 3) its not the worse rule I've ever heard of, but why are they playing this way? You could always compromise and agree to the i10 rule if you could bring a mixed legions of chaos army. I'm working on 4 (yes 4) mixed legions armies (shameless plug for my post in the painting forum section) and plan on using them with the Warhammer Armies Projects Book with 8th rules. I'd recommend checking out those books anyway if you can.

1) Belakor is a 'battle scroll'. basically a little pamphlet that came out at the tail end of 8th edition. it's a pdf and can be found in the shady corners of the internet. 2) in additon to the two options tileaG mentions, there is also the Tamurkhan book which allows mixing of chaos armies but, that really works better with larger armiers (~3k and up) 3) sounds like somebody at that table really likes the older editions of warhammer... I don't think it is a terribly impactful rule change. most often in the first round of combat, there will be enough models to 'step up' and so who strikes first doesn't matter. it'll make a difference with small units and occasionally with characters. I guess you could see it as a bonus to cavalry (who more often come in small unit and more often charge) which is a good thing. What irks me is that your houserules let's these dainty pointy eared meanies still strike first though at least they won't get re-rolls.

That’d be so helpful. Thanks for that info!! Both of you!!

On the allied rules in the Core Book, I will note that they're designed for multiple armies/players rather than including allies into a "mixed" army and will need some tweaking to make them work as you intend. In that vein, you also have the Sorcerous Pact rules in Storm of Magic to work with.
