I'm a wfb noob, playing around with equipment ideas and I am trying to figure out what the individual items can actually accomplish
Tormentor Sword (5 pts) Monster or character that suffers an unsaved wound gains STUPIDITY for the REST OF THE GAME
Sounds great at first, a single wound causes permanent stupidity which automatically will infect the entire unit (BRB 76: a unit that contains one or more moels with...) But what's the point of a melee weapon that causes stupidity? Granted that an LD check of 9 fails, which is already unlikely, the unit can not move forward D6" because it is engaged. Compare this with Warrior Bane (model permanently loses 1A per wound) which also costs 5 points.
Shrieking Blade (10 pts) The bearer causes FEAR According to BRB 69, this means a UNIT that is in CONTACT with a MODEL that causes fear needs to pass LD check or have WS1 for the remainder of the round. It doesn't protect the unit from fear but can cause fear in the enemy unit. So against any units with mediocre LD and without fear, that's actually super powerful to have a model with this sword in the front row.

Welcome to EEFL. On a general note: in my view, the main point of taking a cheap magic weapon is to deal with Ethereal units. Anything else they do is just a bonus.
Regarding the Tormentor Sword: it affects monsters and characters, which (certainly against Empire) may well survive close combat. Since the effect is permanent, they still will be affected. That is really not bad for 5 points.
The Shrieking Blade is my personal favourite as magic weapon. Never leave home without it.

As FvonSigmaringen said, 5 points to make your attacks magical is more valuable than maybe causing stupidity. Depending on which faction you are facing, the magical attacks can be quite valuable.

One consideration beyond that is that an enemy Wizard nailed by the sword now has to take a Stupidity test or can't cast, which could be huge.
Granted you are now also making them Immune to Psychology, realistically its for fighting ghosts, or the Green Knight.
