I don't know about you, but the idea of Savage Orcs forming rank-and-file formations and acting as assault mobs feels a little...off. Ditto the idea of them using Bows. In either case, Savage Orcs as currently designed are functionally "Orcs +1", as lack of Armor is currently compensated for by Warpaint and Shrunken Head, a flat 5++ superior to 5+ armor&parry.
So, in order to make Savage Orcs more distinct from regular Boyz, capable both of filling their own niche while not stepping on the toes of regular Orcs, I propose the following changes: -Savage Orcs are now Skirmishers. -Replace the option for Shortbows with Javelins. -Big Stabbaz give the d3 impact hits with multiple wounda (d3) provided the unit has at least 5 models. This becomes D6 if the unit has 10 or more models.
The end result becomes a unit that's more an "aggressive flanker" to the recon&disruption that Wolves provide, a unit that in essence could act akin to "Orc Dryads" or so.

I thought dryads were also now ranked up units I'm definitely open to the idea of Savage Orcs being skirmish crews.
