I have been writing my own game and while working on it, I thought of a houserule/patch I'd like to test. This is assuming 8th though I imagine you could use it with 6th and 7th.
Merge Fast Cavalry into Skirmisher. I know, it sounds kooky, but the end result is:
-May march after Rallying -May shoot after marching. -360* LOS. Charging is still front arc only. (Optionally this could be split off into its own rule: "Parthian Shot.") -Ranged attacks suffer -1 against this unit. -Do not possess a Rank Bonus -Does not negate enemy Rank Bonus. -Free Reforms. -Skirmisher squad spacing.
Ultimately simpler to have just one rule IMO, and it would buff both Fast Cav (-1 to be hit) and foot skirmishers (allowing shooting after rallying). Optionally, characters (ex: Goblin Cowboys) skirmish by default unless they have a Unit Strength >= 5.
Any notable issues with this proposed rule?

It makes already powerful units such as dark riders even more powerful.
With fast cavalry having the ability for free reforms, 360 LOS and the ability to march and shoot per your rules....how would any infantry unit have a chance to engage them in combat?

Fast Cavalry already have all the aforementioned bonuses. The main advantage this would give them would be at extra -1 to hit them at range. They would still be a target for fireballs or other effects that don't roll to hit. Worst comes to worst, some repointing may be in order. It would also strengthen otherwise-underwhelming units like Axe Marauder Horsemen, Javelin Skinks or Gutter Runners.

Exactly, I don't see why they need any buffs?
There may be weak fast cavalry units like you mentioned but I don't see why you wouldn't drop their points rather than buff the already imo very powerful fast cavalry unit type.

I'm all for allowing single characters (not units of them) to have a -1 to hit (it's an older rule that checks out ) seeing as units of skirmishers get it there's no reason a single character shouldn't either. I don't know if I agree with the other changes though; there's fast cav units out there (dark riders, but there are others) that are already pretty good that would end up being more powerful do to the increased difficulty in removing them at range. I do think skirmishers should have "feigned flight" though.
