The Black Periapt is a Vampire Counts magic item that allows you to save up to two unused power or dispel dice per magic phase, to use in the next magic phase.
Am I right in thinking this is still useful (and particularly so) against armies with no magic, such as Dwarves - the rules still say they generate power dice at the beginning of each of their magic phases; they just can't use them (unless they've bought an Anvil of Doom, or are dispelling Remain in Play spells). You'd therefore be able to store up to two dispel dice, because you wouldn't be using them anyway.

That is correct, you would almost certainly be storing 2 dispel dice (for use as power dice) every turn, unless of course you were facing an Anvil list, which is unusual. *makes mental note to build an Anvil list*

I can say, I've recently been on the receiving end of this with my Dwarfs and it's one of those "tooling" items to bring against Dwarfs. Nothing illegal about it, it's just kinda cheese. Akin to taking the Cloak of Beards (for High Elves) when you know you'll be facing Dwarfs.

List tailoring is one of those things that really divides opinions. I've never had a problem with it, so long as it's not taken to the extreme - an army is likely to know who they're about to face in battle, and will equip themselves accordingly. The High Elves aren't going to take the Cloak of Beards to war against Lizardmen, for example. It's when you bring a list that you know your opponent's army doesn't have a chance against that I consider things going too far.
