So if a character is the only model left in a unit failing panic test. Does it need doubles ones to rally? If yes if it rallies is it then considers as a lonely character for potential upcoming panic tests and donโt need double ones?
Example: a general is a part of a unit of ogres. All other ogres are shot dead by a magma cannon. Unit fails its panic test. When it tries to rally next turn does it need double ones?
If it panics and flees again later, does it need double ones to rally again?

This is answered by Official Update Version 1.9, p. 11:
Q: At what point after a unit has been wiped out do any characters remaining count as having left the unit? (p101) A: As soon as the last model from the unit has been removed, any remaining characters will count as a new unit. Note that this will cause Panic tests to all friendly units within 6โ (including the newly formed unit of character(s)) as the unit has been destroyed.
So, the general will become immediately a new unit, and then take a Panic test for "Nearby Friend Annihilated.". As such, he does not need snake eyes to rally.

FvonSigmaringen has it right. In a campaign game nearly 4 years ago Dan and I were playing against Kevinc and his minion. I had a unit of Ogre bulls that broke from combat and were running with 1 bull and 2 heroes in it (original unit size was 12). There was one bull left and Kevin or his partner shot at them. The randomization took out the bull, allowing the heroes to rally on normal leadership later. They were actually critical to winning the game that day.
