So with some spells its good to know what your opponent have chosen. Example drain magic, if my opponent choose no hex/aug/perma its value goes down. And if I choose it my opponent might skip his instead.
So I am trying to find out if you both generate spells at the same time. All I can find is you generate openly and if you have more then one you choose in what order.
”The spells a Wizard knows are determined by rolling dice and consulting the Lore of Magic in question. This is done openly, so both you and your opponent will be aware of the spells each Wizard has generated. If your army includes more than one Wizard, you can choose the order in which you generate their spells.”

In principle, it is done more or less simultaneous. More or less, because it depends on the number of Wizards, since you generate spells separately for each of your Wizards. So, the issue you raise will only present itself if each side has only a single Wizard. In any case, I myself would not skip a good hex/augment, just because my opponent might get Drain Magic.

Yes! This has come up once or twice. We decided to do them simultaneous, but secret.
In our case, we had 4 players, 2 vs 2. We actually went into other rooms. Teams were Player 1 and 2 on Team A and Players 3 and 4 on Team B. Each team got to choose order. You could see what Wizards or your own team rolled before rolling more wizards on your team - But you did not get to know what any wizard on the opposing team had rolled.
IIRC, We used a neutral 3rd party witness from each team to make sure there were no shenanigans.
IIRC, We even made a mini 10 minute phase where each team got to read/review the opposing team's spells.
TL; DR This can be a big deal in games of STORM OF MAGIC.
