I know they can issue and accept challenges, and can get look out sirs. Are they technically characters? More to the point does killing a champion trigger eye of the gods or sword of anti heroes?

Although champions (and all command group models) have some specific rules, they are still rank and file models, as specified by BRB p.93: "A champion cannot normally be targeted by enemy shooting attacks — he can only be removed as a casualty if there are no other rank-and-file members of his unit left (not even the standard bearer or musician)." [Italics mine]
This is confimred by BRB Official Update Version 1.9 p. 10: Q: Do enemy unit champions count as characters? (p93/96) A: No.
So, the Sword of Anti-Heroes will have no effect, because it is applies to enemy characters in base contact. However, the Eye of the Gods special rule will be triggered, if an enemy champion is killed by a Chaos Champion in a challenge, because that rule applies to killing an opponent, and is thus not limited to characters.

Do note though, that in 5th ed (maybe 4th ed and below, too...), That Champions used to be Characters (1 wound characters with access to max. one item, but still)

It was weird, in the rulebook it stated that units could have a Musician /Standard as we know it today... But each unit came with a mandatory "Leader", no extra rules or anything, just that it was there, lol. With champions bought separately, ha
