Let's say it's your magic phase. You already since earlier have a remains in play spell in play. Edit: from earlier turns.
When you have no more spells to cast left you say you are finished. Then your opponent dispels the remain in play spell.
Are you then allowed to attempt to cast the remains in play spell again?

Your opponent cannot dispel RiP spells anymore. RiP spells "can be dispelled at any point during a subsequent Magic phase," but the Magic phase ends, once the casting player has finished.
BRB p. 37: "When the casting player has finished all his casting attempts, either because he has run out of power dice or has no remaining or useful spells to cast (or if all his Wizards have had their concentration broken by failing to cast a spell) the Magic phase ends, and the Shooting phase begins."

This is a subsequent magic phase. You're misunderstanding what Fvon is saying. The moment you say you're done casting in your turn, the Magic Phase is over. Your opponent can't dispel at this point because it's no longer the Magic Phase.

Thank you All these timings are pretty hard for someone never experience a tourney. and they are pretty hard to get from just reading the rules.

So is the magic phase over when you say it is (eg, if you have power dice / spells to cast)?
As technically I feel like it could be like this...
Player1: *dice in pool, spells to cast* End of magic phase..
Player2: I'll dispel your RIP spell
P1: ok
P2: dispelled
P1: right, cast it again, as the phase isn't over until I can't cast anymore/run out of dice
P2: *murders P1*
Also, as a follow up - can the "Player2" simply say, 'oh, before the end of the phase - I'll dispel that RIP spell'?
As it seems like the game is triggering something, forcing rip spells to be dispelled whilst the player1 has power dice left... Lol

Lol That may technically be legal by the book, but is sure as Hades violates the oft-forgotten sidebar on page 3 - "The Spirit of the Game".

Hehe - if you say the phase is ending, it should technically be an end of phase step (like resolving spells at end of phase, such as Cascading Fire-Cloak & Shield of Thorns). Where you can't cast spells, but may attempt to dispel RIP spells for either player (power dice ofc, for the active player).

True! It'd be easier i guess with those steps... Otherwise the buffoonery with "ending the phase but not really", could happen, lol.
There are real monsters out there.

Lol If the casting player (says he) is done casting (for whatever reason), the Magic phase ends. So, if player 2 wants to dispel any RiP spell before the end of the phase, he must do so, before the casting player says he is done casting. Of course, he could say: "Unless you want to dispel a Rip spell, I am done." In which case, player 2 could try to dispel any Rip spells, AND player 1 could try to recast the spell (provided he has power dice left).
