Historically speaking, the ascendancy of halberds over flails and greatswords as common battlefield weapons says it all.
In game, the variables are too great to make any sort of sweeping general statements. For example, if Saurus had the option for GW it would be a no-brainer to take them. GW making you go last when you already have the lowest initiative in the game means nothing. On the other hand, taking GW for elves means sacrificing that re-roll to hit, or as a Chaos Warrior means sacrificing that expensive I5.
Flails work great in circumstances where you expect the battle to be won or lost on the first round of combat, not so good the rest of the time.
And while halberds lack the +2S punch of the other two, they allow you to keep your initiative AND keep your bonus round after round.

I mentioned halberds, Flails and great weapons, as these can be used on Mounts but all require 2 hands. Rendering the "you need 2 hands" argument null and void. What makes paired weapons (or AHW) so special?

I mean it is clearly deliberate since Savage Orc Boar Boyz have a specific rule allowing them to take AHW whilst mounted

I would just house rule it so you can use AHW on a mount, problem solved lol. It's even fluff-consistent, as there was an Empire Knightly Order who used AHW while mounted. And that doesn't even count things like standard bearers for DE Dark Riders or HE Ellryian Reavers, who have spears, shields, standards, and either crossbows or horse bows...

Another question then is if you can use fencers blades mounted does this mean fencers blades can be used with a shield? As the rule extra attack is different to additional hand weapon.

Fencers Blades also have the rule Paired Weapons....which has the Requires Two Hands special rule, in addition to Extra Attack.

What rahotep75 says. You can have a shield, but it will only function outside of CC (e.g. against missile attacks). Note that the RTH special rule is not in the BRB, but that was corrected in an erratum: BRB Official Update Version 1.9, p.5: Reference Section β Magic Items, Paired Weapons. Change the last sentence to: βIn addition to their other effects, paired weapons have the Extra Attack and the Requires Two Hands special rules.β
