I don't have an army book but recently acquired some models and want to know if part of the list is legal. If I run a unit of 30 spearmen can I have 2 detachments, a unit of 10 swordsmen and a unit of 10 handgunners? I recall in 8th the rule goes something like the detachment cannot be bigger then half the parent units strength...so does having 2 separate units of 10 guys violate that rule or is it legal?

It is legal. In the set-up above, each Detachment could have up to 15 models.
Empire Ab p. 30: "Some units have an option in the Empire Army List (see page 82) to purchase one or more support units, called Detachments. [...] A Detachment’s size can range from a minimum of five models to a maximum of half the number of models in the Regimental Unit (rounding up)."
Note, however, that the use of Handgunners as a Detachment has been nerfed in the 8th edition, as Support Fire no longer is exempt from the -1 to Hit for S&S.

Detachments serve two purposes depending on the type of parent unit.
Stand and Shoot is for stopping small units from breaking your parent unit. Shooting in general isn't going to kill any units unless you are dwarfs or elves. Its there to whittle down scary big blocks (black orks, Temple Guard, or Chaos warriors) and break up annoying light units (like E-Reavers or Marauder Horsemen) Stand and Shoot will do even less damage so its not really going to make much difference defending your parent unit blocks who will not get charged by light units and either win or be steadfast first scary attack units.
As such its a good idea to use shooting detachments units like handguns to support blocks of other shooters. It only takes a few extra ranged shots to put down a e-reaver and make them unable to actually win combat with your parent unit of shooters. The detachment still gets all its shots and because you can choose different targets you do not have to waste a large block of guns to kill one unit of asshole fast cav left that is threatening something each turn. For your big blocks of fighty units, you typically want swordsmen or maybe halberds. The reason is they get steadfast or stubborn from the parent unit. So a unit of defensive swordsmen can block something scary and stick around holding that attacking unit up while your main block of halberds deals with the other threat. They can also counter charge and not all die ensuring you get that good flank and extra rank bonus.
