Does the magic lance item effect in the bretonnia army book only work when charged?
The Heartwood Lance (35pts) the bearer has +2 Strength on the charge when mounted. the Heartwood Lance allows the bearer to re-roll all failed rolls to wound.

BRB p. 501 has the following general remark, which does not really help much: "Magic weapons are artefacts of bloodshed, pure and simple — they grant the wielder extra abilities or an increased characteristic profile so that he might better slay his enemies."
There is an FAQ that clarifies when a characteristic bonus is given, which may serve as guideline for other abilities:
BRB Official Update Version 1.9, p.6: Q: Does a weapon that gives a bonus to a characteristic only give that bonus when being used to attack a model?(p4)
A: Most weapons, including magic weapons, state when the bonus is given. For example, a model with the Fencer’s Blades will always have Weapon Skill 10 whilst a model with a great weapon will only have +2 Strength when striking an enemy in close combat. When a weapon does not say when the characteristic bonus applies, then it only applies when striking, or being struck, in close combat.
Based on this, it should work all the time, since the Heartwood lance "allows the bearer to re-roll all failed rolls to wound." This is further supported by comparing the description of other Bretonnian magic lances, which do include clear limitations:
The Silver Lance of the Blessed: "The bearer has 2+ strength on the charge when mounted. If the model has the Blessing of the Lady, then all attacks with the Silver Lance of the Blessed automatically hit."
The Lance of Artois: "The bearer has 2+ strength on the charge when mounted. In addition, the lance confers the Killing Blow special rule onto the bearer, but only on turns during which the character charges."
The Wyrmlance: "The bearer has 2+ strength on the charge when mounted. [...] Furthermore, all attacks by the Wyrmlance count as Flaming Attacks."

It's worth noting, for rules purposes none of the magic weapons in the Bretonnian rulebook 'count as a lance'. Instead, by the rules they're all magic hand weapons where 'the bearer has +2 Strength on the charge when mounted'. This means you keep using it in subsequent rounds of combat instead of switching to another weapon as you would for a lance.

Also in the description of the magic weapons says the heroes fight with it even after the charge.

While that is correct, there is a difference between the use of the magic weapon and the magic effect it has. The latter is determined by the description of the magic weapon itself. On a side note: as vulcan indicates, all magic weapons are now considered to be handweapons, unless specifically stated otherwise. So, whatever the name (spear, lance,scythe or whatnot), they are handweapons with their other, special abilities limited to the description of the item.
