If my wizard fails a stupidity test can he/she still attempt to dispel?
I've always assumed they can't, but the rule for stupidity states wizards 'cannot attempt to cast or channel power dice or dispel dice until a Stupidity test is passed' but makes no reference to dispel attempts. So are they actually allowed?

You have to read that in context (BRB p.76):
"The Stupid unit cannot take any further action that turn, so cannot declare charges or make a shooting attack. Wizards that have failed a Stupidity test cannot attempt to cast or channel power dice or dispel dice until a Stupidity test is passed (there's a lot of hand waving and chanting, but for some reason the magic just doesn't seem to work)" [Italics mine].
The actual rule is given in Italics; what follows are examples, which are neither exhaustive nor limiting. So, unless specifically stated otherwise, no action can be taken - which includes dispelling.

As it happens,this is confirmed by BRB Official Update Version 1.9, p.9:
Q: What constitutes an action for models that have failed a Stupidity test? For example could a character with a Healing Potion drink it?(p76) A: Everything counts as an action so if you have failed your Stupidity test you can do nothing at all apart from bumble forwards the compulsory D6”.

But dispelling would be in the next turn. Definitely the next player turn and potentially the next game turn depending on who had the first player turn.

Although attempts to dispel mainly happen in the opponent's turn (in which case the Wizard obviously can act), they can can also be done in your own turn, for instance in the case of RiP spells.

I get that a wizard can't dispel in his own magic phase as that represents an action. But he can dispel in the next player turn after failing a Stupidity test? Even though he can't channel dispel dice as the rules explicitly state you can't channel power or dispel dice until you pass a Stupidity test?

That is correct. The rule specifies that the "Stupid unit cannot take any further action that turn" - once the turn is finished, actions can be taken as normal, unless specified otherwise. For Wizards, it is specified otherwise: there is an extra restriction that they "cannot attempt to cast or channel power dice or dispel dice until a Stupidity test is passed." Since dispelling itself is not part of that restriction, they can attempt to dispel spells in the opponent's turn.
As always: if your opponent and you agree, feel free to use a house rule.

On a side note: as a cautionary tale for those who would invoke RAI here, let me draw your attention to the somewhat similar case of fleeing Wizards. - BRB p. 30: "Fleeing Wizards and Wizards that are not on the battlefield (for whatever reason) are not able to channel.
- BRB p. 30: Again, as when channelling power dice, fleeing Wizards and Wizards not present on the battlefield cannot attempt to channel dispel dice."
- BRB p. 31: "Wizards cannot try to cast spells if they are fleeing or not on the battlefield."
There is no such restriction for attempting to dispel. Unsurprisingly, the question was raised, and the answer of the BRB Update Version 1.2 (Sep 2010) was: Q: Can a fleeing model dispel spells or use magic items? (p24) A: No However, just a month later (Oct 2010) the answer of BRB Update Version 1.3 was changed to: Q: Can a fleeing model dispel spells or use magic items? (p24) A: Yes This remained the case until BRB Update Version 1.6a (Oct 2012) which returned to "No" - but only for the English & French versions! The German, Italian and Spanish versions stuck with "Yes" until their last published Update Version (2013). GW works in mysterious ways...

Thanks for the clarification. Hadn't picked up on fleeing and dispelling being allowed before it got FAQ'd - at least I'm doing it right now!
