Looking at maybe trying Ogre Kingdoms as I dip my toe back into 8th edition Fantasy. I like the idea of a low model count and super elite army. Is something like this workable in the edition?

Well, it’s a fairly typical Ogre army, so, yeah it should do fine.
Besides trying to make your army more unique, and not like so many other ogre armies, you may be better off splitting your lead belchers into 2 units of 4, to clear chaff easier.

Grut's sickle is a fun idea but usually you already have a casting advantage from Bloodgruel, the Hellheart is more fun on the Slaughtermaster anyway, Rahotep is right about the split Leadbelcher units being more effective, the Gutbus benefits more from the Dragonhide banner than the Mournfang if your general is gonna be in there, Ironfists tend to be better on the bulls, No Dispel scroll means you will be on tenterhooks for every magic phase vs Death and Shadow.

Not overly keen on the slaughtermaster build as others have mentioned. A general build on the slaughtermaster is fencers blades and glittering scales to keep him from being hit. WS10 and -1 to hit makes him pretty survivable.
Ironfists on the bulls is advised over AHW and splitting the leadbelchers up to 2 units for redundancy is probably favoured.
One thing which has worked well in the past (which you could maybe jiggle some points from leadbelchers and points saved from slaughtermaster) is getting a firebelly with GW in the gutstar. Breathweapon and the ability to negate regen comes in handy.
Dispel scroll is always handy.
