Do these go off the Crew or the War Machine Models Toughness or Strength? I'm not sure if the War Machine rules only cover Characteristics Tests.

BRB p. 108: "You always use the Movement, Weapon Skill Ballistic Skill, Strength, Initiative, Attacks and Leadership of the crew. The Toughness of the war machine is used against ranged attacks and the majority Toughness of the crew is used against close combat attacks."

As it happens, Publius Virgilius Maro (70-19 BC), the greatest Roman poet (and acknowledged as seer), already predicted in the Aeneid (6.847-853)1:
Excudent alii spirantia mollius aera, credo equidem, vivos ducent de marmore voltus. orabunt acies melius, caedique meatus describent radio, et surgentia latera dicent: tu legere imperio regulas, Fidelis, memento! hae tibi erunt artes; legisque imponere morem, parcere scripturis, et debellare subiectis.”
Others will more easily create lifelike metals, (I am sure of it), and draw forth living features from finecast. They will tell better tales of battle, and describe the movements for the carnage in detail, and declare the winning side: You, Fidelis, remember to read the rules with authority! These will be your arts – to establish the rule of RAW, To heed what is written, and to subdue mere supposition.
