So I’ve been working on a beastmen army for a little while now, but I need an opposition for them. I had a few empire bits and pieces from when I was a kid; a few militia and a wizard. I want to see if I can build the core of an army from this.
P.S. How do you upload photos?

Sounds like you have the bare minimum for an Empire army, BUT it's there and a start! Small force, but I'd focus next on bringing in more troops.
Halberdiers and a cannon. Then a unit of Handgunners or Crossbowmen (I prefer Crossbows because it's harder for enemies to run and hide, with their superior range. Also, they should be able to start firing on your enemy turn 1.). After that, a unit of Knights and a Captain/BSB. That'll give you a good core to work with. Then you can start expanding how you see fit to match your play style.

Mottdon is the empire oracle, so what he says! I'd add maybe a small unit of knights if funds allow, because you can use them as all of the different types. If you're open to going outside Citadel, check out my 'averland' thread- there's quite a few examples in there of parts of the Highland Miniatures 'Sunland Empire' range.. they're gorgeous, but a little brittle, so avoid if you're a 'dropper'
