If a character can wear a light armour, but not a heavy armour, can be eqquiped with a magical heavy armour? thanks!

In most cases the only thing to note is if the character can wear armor in the first place. If they have the option than they also have the option to replace/supplement it with anything on the Magic Armor list - even shields or helms.
Though in some cases this may require you to note if/how they are able to remain a funtional caster. I have found that most rules that allow armor as an option usually also make the allowance for casting where appropriate.

Yes, if a character can equip a type of armor, they can equip any magic armor.

Base Rule Book - Page 340 - Magic Armour - "Only a model that is equipped with (or that has the option to be equipped with) armour, a shield or barding may purchase a magical equivalent. A model can only wear a single suit of armour and can only carry one shield, and a mount can only wear a single suit of barding."
Them not listing Light Armour, Heavy Armour, & Full-Plate individually indicates that there is no distinction in the armour category beyond the amount of Armour Save value they give. Thus, exchanging Light Armour with a magical armour of any type is allowed. They use it as a catch all term and it should be considered such.
Simply because a base version of the model doesn't come with Heavy Armour doesn't mean that an advanced model can't have commissioned a Magical Armour that is more advantageous. That may even be part of the Enchantment - the fact that their apparently Light Armour protects as good Heavy Armour/Full-Plate.
Page 337 - What's in a Name - 2nd paragraph:..."What matters is that the points have been paid to include the item in your army..."
That is how we have decided to play it in our gaming group until they are more specific with some form of Errata or FAQ.

There's zero doubt in my mind that if a wizard is wearing armour, they can cast spells. They simply wouldn't have the option to do so, otherwise.
However, they've ctrl+c/ctrl+v the rule that states wizards can't wear armour, unless they have a rule... Even though it should probably be the other way around!

Brets: No armoured casters Chaos Dwarfs: Armoured Casters Daemons: Armoured Casters Dark Elves: No armoured casters Empire: No armoured casters (other than item) High Elves: Armoured Casters Lizardmen: No armoured casters (scaly skin?) Ogres: No armoured casters (this edition) O&G: No armoured casters Skaven: No armoured casters Tomb kings: No armoured casters Vampires: Armoured Casters Warriors: Armoured Casters Woodies: Armoured Casters

So with a daemon prince, or a sorcerer of chaos... can I buy a magic shield? Same question for dragon ogres, I think there's a lot of different opinions about it, because in the rules say : "Only a model that is equipped with (or that has the option to be equipped with) armour, a shield or barding may purchase a magical equivalent". So it can be interpreted as... if you can buy any armor you can buy any magic armour as it was in 8th edition... or if you can buy a mundane armour be it light, heavy or fullplate you can buy any magic armour, but not shields excepto you can also buy shields, or the same for bardings. What's your thoughts on this? I really hope the release of an errate soon.

So once other armies get their expansions there maybe more exemptions like this.

What's your thoughts on this? I really hope the release of an errate soon. I'm wondering this myself. I'd like to give a Dragon Ogre Shaggoth a magic shield but it has no option for a mundane shield. I didn't take it due to the no shield option. Needs an FAQ imo.
