My opponent had two runes of spellbreaking on one runesmith and played it as having one automatic dispell and a second automatic dispell that can also destroy a spell on 4+. That didn't seem quite right to me, however, I couldn't find a source online that did convince him.
Does the second rune of spellbreaking give you an additional use?

No that’s not correct. Your opponent had 1 auto dispel WITH the ability to break the spell he auto dispelled. It doesn’t give him a second dispel scroll on that one runesmith. It just upgrades the previous ability.

Probably goes without saying
If they had a second Runesmith they can have a second item with a single rune of spellbreaking, but the combo of one rune smith with two runes of spell breaking it's only used 1 time with a 4+ to destroy the spell.

Sure, if they have the points allowance. Runesmiths have 75 points allowance and there are plenty of cheap options in the talismanic runes to make unique combos with either a single rune or double rune of spellbreaking
